요약 | This book analyzes the different levels of securitization of North Korean human rights among four principal regional governments in East Asia. Nontraditional security issues that had not formerly been considered security concerns, such as human rights, illegal migration, counterfeit production and circulation, piracy, and environmental degradation, have emerged as important security concerns. The process and practice of transforming these nontraditional security issues into core security concerns is generally called "securitization." A survey of studies on the securitization of nontraditional security issues reveals that most studies lack a sound theoretical framework to empirically analyze the processes and outcomes of securitization of nontraditional security issues. Studies of nontraditional security issues, particularly those in East Asia, have focused mainly on factual findings and description of the issues, as well as what policy measures are necessary to resolve them. Rarely have there been serious theoretical analyses of why and how certain issues are securitized and de-securitized, while other issues remain outside the realm of security discourse. The current securitization debates in East Asia neglect questions of "why" and "how," whereas they have paid much attention to questions of "what" and "when." This work investigates the "why" in question exploring the low securitization of North Korean human rights in East Asia. |
